  1. In a large pot, bring salted water to a boil and add the pasta. Cook according to package instructions until al dente, usually about 8-10 minutes. Drain and set aside.
  2. In the same pot, add a splash of olive oil over medium heat. Add the chopped bell peppers and sauté for about 3-4 minutes until they begin to soften.
  3. If using ground meat, add it to the pot with the bell peppers. Cook until browned, breaking it apart with a spoon, approximately 5-7 minutes. If using black beans, skip this step.
  4. Stir in the tomato sauce and black beans (if using) and let everything simmer together for about 3-4 minutes.
  5. Add the cooked pasta back to the pot. Stir well to combine all the ingredients.
  6. Sprinkle the shredded mozzarella cheese over the top. Cover the pot with a lid and let it sit for about 2-3 minutes, until the cheese is melted.
