  1. Preheat your oven to 375°F (190°C).
  2. In a large bowl, combine the ground beef, breadcrumbs, Parmesan cheese, parsley, garlic powder, onion powder, salt, black pepper, egg, and milk. Mix until just combined; avoid overmixing.
  3. Take a small portion of the meat mixture (about 2 tablespoons) and flatten it in your hand. Place a tablespoon of shredded mozzarella cheese in the center, then fold the meat around the cheese and roll it into a ball. Repeat with the remaining mixture.
