  1. Preheat your oven to 400°F (200°C) and line a baking sheet with parchment paper.
  2. In a large mixing bowl, combine the flour, sugar, baking powder, and salt. Whisk together until well blended.
  3. Add the cold, cubed butter to the flour mixture. Using a pastry cutter or your fingers, cut in the butter until the mixture resembles coarse crumbs.
  4. In a separate bowl, whisk together the heavy cream, egg, lemon zest, and lemon juice.
  5. Pour the wet ingredients into the dry ingredients and mix until just combined. Be careful not to overmix; the dough should be slightly sticky.
  6. Turn the dough out onto a lightly floured surface. Gently knead the dough a few times to bring it together, then pat it into a circle about 1-inch thick.
