  1. Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
  2. In a large mixing bowl, sift together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add the eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Beat with an electric mixer on medium speed for 2 minutes until well combined.
  4. Slowly stir in the boiling water until the batter is smooth. The batter will be thin, which is normal.
  5. Pour the batter evenly into the prepared pans. Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.
  6. Remove the cakes from the oven and let them cool in the pans for 10 minutes. Then, turn them out onto wire racks to cool completely.
  7. While the cakes are cooling, prepare the chocolate frosting. In a large bowl, beat the softened butter until creamy. Gradually add the powdered sugar and cocoa powder, mixing until well blended.
  8. Add the salt, heavy cream, and vanilla extract. Beat on high speed for 2-3 minutes until the frosting is light and fluffy.
  9. Once the cakes are completely cooled, place one layer on a serving plate. Spread a generous amount of frosting on top, then place the second layer on top and frost the top and sides of the cake.
  10. For an extra touch, decorate the cake with chocolate shavings or sprinkles. Chill the cake for about 30 minutes to set the frosting before serving.
