  1. In a large bowl, combine the flour, salt, and black pepper. Coat the beef cubes with the flour mixture.
  2. Heat the olive oil in a skillet over medium-high heat. Brown the beef in batches, ensuring all sides are seared. Transfer to the slow cooker.
  3. In the same skillet, add the garlic and onions. Sauté until the onions are translucent. Add to the slow cooker.
  4. Add the carrots, potatoes, tomato paste, Worcestershire sauce, bay leaves, and thyme to the slow cooker.
